Who is River's Friend?

Since there was such a speedy response to my last 'who is it query' I thought that I'd try another. Here's a picture of River Phoenix with a friend or perhaps a co-star? Any body know who he is?

I don't know whether it has stumped people or whether nobody has looked but i think that I've figured out who he is, I won't put the name but as Jeep seems to know his identity could you, Jeep, confirm if I'm right or not? I think that is...
